heat rash?

I had clear complexion up until the year I joined the military. Ever since Ive had a constantly bumpy forehead and little bit on my chest. I didnt really think it was acne becasue it never really gets any kind of white/black heads, they are fairly small bumps although they are quite a few of them and I have tiny pores anyways. I wash my face daily and dont have oily skin and the bumps tend to turn bright red when Im flushed or warm. I only wear cosmetics on a special occasion and I dont over-wash to the point of causing my skin to really dry out, but the water here is VERY hard and has a fairly decent amount of lead in it. I sweat very little, even when working out and drink copious amounts of water each day. Ive been in germany for 3 years now where its cold all year, but since Im still a SoCal girl at heart I like being warm. My room and office are warm but I still spend a fair amount of time in the cold outside. Someone told me last week that it looked like heat rash. Is it possible thats what it is if its lasted this long? Anyone have any experience with this or any tips?

Trying to get a dermatology appointment here is a somewhat painful process and its not really worth it for something thats not that big of a deal.

It kinda sounds like heat rash, although that would be really itchy and unpleasant for you. You could take a pic and try to find a US dermatologist willing to look at it over email or for a website or something. Can you webmd it?
