Even if they don't sell parseley tea bags, they'll probably sell either unfilled tea bags, reusable cloth tea bags, those metal balls that you can fill with tea, or other such things which you can fill with dried parseley yourself.
I haven't actually tried it myself, so I don't know. Most of what I've seen here reccomends dried parsely, but this may just be because it's more tea-ish. I think the real key is to use hot, but not boiling, water.
